Job description

ICF is looking for a Senior Business Analyst who is a Subject Matter Expert in Financial Management Systems to work alongside our Senior Enterprise Architect supporting a federal client. The role involves conducting a Business Needs Analysis (BNA) to update their Financial Management System processes, providing recommendations for improved business processes, cost savings, performance, and security in the future target state. This position is remote but may require visits to the client office in Washington, DC.

What you’ll be doing:

  1. Review documentation including previous BNAs, business processes, technical designs, federal guidelines, and industry best practices to define the current state of four financial systems.
  2. Present findings of the Financial Management discovery process to the government IPT for feedback and validation.
  3. Prepare stakeholder interview questionnaires to identify performance gaps and opportunities for improvement.
  4. Analyze collected artifacts, interview transcripts, and business processes.
  5. Assist in defining the current state through stakeholder interviews and document feedback on pain points and gaps.
  6. Provide strategic direction for financial business analysis frameworks and recommend improvements.
  7. Lead facilitation sessions, interviews, training, and other requirement-gathering activities.
  8. Identify gaps, issues, and key business pain points.
  9. Contribute to SWOT analysis and provide improvement recommendations for the Target State/Final Report.
  10. Collaborate with the Enterprise Architect to map information to architectural layers.
  11. Support development of the current baseline state in an Observations Report.
  12. Work with the Enterprise Architect to create future state recommendations and a BNA refresh report.
  13. Use industry-standard tools (e.g., Visio, MS Suite) for requirements management, process flows, and modeling.
  14. Conduct knowledge transfer sessions to ensure successful implementation of solutions.
  15. Apply strategic thinking and methodologies for process improvement and re-engineering.
  16. Identify best practices, document performance metrics, and recommend technological and process solutions.
  17. Prepare for and conduct Executive Briefings.

What you will need:

  • Minimum of 8 years of relevant experience.
  • US Citizenship (required).
  • Ability to obtain a Public Trust clearance.
  • Bachelor’s degree.

Preferred Skills/Experience:

  • Experience working with the Federal Government.
  • Strong knowledge of Financial System processes, technologies, and platforms.
  • Experience with Cloud technologies (e.g., Azure).
  • Excellent problem-solving, communication, and collaboration skills.
  • Proficiency in analytics, project planning, and negotiation.
  • Ability to learn new techniques independently.
  • Knowledge of Financial, Accounting, Budgeting, and Financial Reporting.
  • Strong judgment and problem-solving skills.
  • Attention to detail.
  • Customer-focused approach.
