Job description

ICF is looking for an Senior Business Analyst that is a Subject Matter Expert in Financial Management Systems to work alongside our Senior Enterprise Architect to support our federal client in pursuit of improved organizational performance, mission efficiency and effectiveness. This effort requires a Business Needs Analysis (BNA) to refresh their Financial Management System processes which will help provide recommendations in improved business processes, cost savings, performance, and security improvements to be achieved in the future target state. If you are looking for an opportunity to help a government client, make inform and direct IT investment decisions, then this is the job for you. This position is remote but could be required to go to the client office in Washington, DC for meetings and presentations.

What you’ll be doing:

  • Review documentation including previous BNA, business processes, technical designs, federal guidelines and industry best practices to define the current state of four financial systems.

  • Present outcome of the Financial Management discovery process to the government Integrated Project Team (IPT) for feedback and validation.

  • Prepare stakeholder interview questionnaires to determine performance gaps and improvement opportunities with focus on the challenges, opportunities for improvement, and potential capability enhancements

  • Review and analyze collected artifacts, interview transcripts, and business processes.

  • Assist in defining the current state via stakeholder interviews and document feedback regarding pain points and gaps in the business processes.

  • Providing direction and strategic vision to financial business analysis framework improvement programs by assessing and recommending all business analysis related disciplines.

  • Lead group facilitation sessions, interviews, training, and other activities to gather requirements from stakeholders.

  • Identify gaps, issues, and determine key business pain-points

  • Provide input from the SWOT Analysis performed and provide improvement recommendations into the Target State/Final Report.

  • Work with our Enterprise Architect to Map information and relationships to the architectural layers (e.g. performance, business)

  • Support the development of the current baseline state in a combined Observations Report.

  • Working with our Enterprise Architect, Utilize stakeholder feedback and support the creation of a future state recommendations report/BNA refresh report.

  • Utilize industry standard tools (E.g. Visio, MS Suite) to manage requirements, process flows, and develop models to support requirements management and/or business modeling activities.

  • Conducting knowledge transfer of strategic plans, scope, requirements, and other analyses to the combined ICF and Government teams to ensure successful implementation of solutions to client areas.

  • Recommending and applying strategic thinking, process improvement, and re-engineering methodologies and principles to process improvement programs and projects by proposing, completing, and analyzing business, data, hybrid enterprise models.

  • Identifying best practices, documenting and assessing performance measurements, and identifying business and technology solutions to streamline processes.

  • Schedule and conduct preparation session(s) for Executive Briefings.

What you will need:

  • This position requires a minimum of 8 years of experience.

  • US Citizenship (required by Federal Government).

  • The ability to successfully obtain a Public Trust, which involves a thorough background and financial investigation.

  • Bachelor’s degree.

Preferred Skills/Experience:

  • Federal Government work experience.

  • Strong knowledge of Financial System business processes, technologies, and platforms

  • Experience in Cloud technologies (E.g. Azure)

  • Excellent problem-solving, communications, collaboration skills.

  • Advanced proficiency in analytics, project planning, and negotiating.

  • Ability to independently identify and learn applicable new techniques.

  • Knowledge in Financial, Accounting, Budgeting, and Financial Reporting.

  • Ability to identify problems and use sound judgement to generate and evaluate alternatives to make recommendations.

  • Ability to thoroughly pay attention to details when performing and reviewing work.

  • Ability to work with clients and customers to assess their needs, provide information or assistance, resolve their problems, and satisfy their expectations.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
