Job summary

GovCIO is seeking a Senior Budget and Financial Analyst to support DHS ICE budgeting, planning, data analytics, and reporting. The role involves ensuring budget execution, responding to data calls, and producing briefing materials for field operations.

Ideal candidates have a Bachelor's degree or equivalent, 8+ years in delivery environments, and strong communication and analytical skills. On-site role with potential clearances and DHS-related experience preferred.

Qualifications

• Bachelor's Degree (or commensurate experience).
• 8+ years of experience in dynamic customer delivery environments; two years may be substituted by a Master's Degree.
• Excellent written and oral communication, presentation development, analytical, problem-solving, and organizational skills.

Responsibilities

• Provide financial data reporting and analytics for mission needs.
• Participate in budget analysis for formulation, execution, and planning with stakeholders.
• Monitor execution-year budget figures and funding obligations; analyze needs and align with priorities.
• Develop costing data, financial analysis, and program analysis techniques to identify savings, risks, and opportunities.
• Capture budget requirements and lead/resign activities aligned with program outcomes.
• Support budgeting and financial planning for the field office.
• Develop management recommendations and deliverables (white papers, risk assessments, briefings).
• Collaborate with stakeholders to respond to data calls, government taskings, and ad hoc assignments.
• Coordinate project requirements, deadlines, schedules, and dependencies for compliance and quality.
• Create, maintain, and update SOPs, status reports, and meeting materials.
• Assess client needs and conduct gap analyses with timely solutions.
