QinetiQ US seeks a Senior Budget Analyst to support a DoD R&D office in Chantilly, VA. You will provide financial management, program execution support, and PPBE-informed analysis across multi‑million dollar projects.

The role focuses on budget planning, funds execution, and translating financial data into actionable leadership insights to guide investment decisions and program delivery.

Qualifications

• Bachelor's degree as specified is required.
• Active TS/SCI security clearance.
• 10+ years supporting DoW operations and/or programs.
• Skills in PowerBI and/or MS Project for tracking and analysis.

Responsibilities

• Candidates will provide program control and financial management expertise to support a fast-paced DoW Research & Development (R&D) office.
• Will support the Program Manager in overseeing budget formulation, financial execution, and resource tracking for complex development and prototyping efforts.
• Leads program control activities, developing and managing comprehensive financial execution plans, spend plans, and budget baselines
• Monitors contract funding status, tracks obligations and disbursements, and performs financial variance analysis to identify and resolve shortfalls
• Analyzes contractor cost reports and schedule performance metrics (e.g., Earned Value Management) to assess overall program health and forecast estimates at completion
• Supports the development of budget justification documentation, funding execution documents, and inputs for the Program Objective Memorandum (POM) cycle
• Participates in project reviews, assesses financial and schedule contract deliverables (CDRLs), and coordinates with technical review boards on decisions with broad program impact
• Mantains cognizance of the program's adherence to financial and acquisition processes in the development, production, and test of system-level and sub-system products
• Mantains cognizance over program control activities within project sub-IPTs and ensures horizontal integration of financial practices across the project- Reviews Vendor Integrated Master Schedules (IMS) to ensure product plans align with financial outlays and overall project schedule constraints
• Works with the Program Management team and chief engineer to understand priorities and drive project execution in alignment with those priorities
• Develop presentations, recommendations, and written communications to explain financial status, program health, and resource allocations to program management and all stakeholders
