Job summary

Quantech Services Inc. is seeking a Senior Budget Analyst to support the NRO across directorates, programs, and staffs. The role requires evaluating baseline and spend plans, performing cross-program analyses, and advising executive management on resource allocations.

Responsibilities include verifying budget estimates, tracking performance metrics, and coordinating with DoD and IC partners. Candidate should bring expertise in budget/finance/resource management and be prepared to analyze data

Qualifications

Demonstrated knowledge of quantitative techniques: statistics, trend analysis, modeling and simulation.
Understanding IC budgetary principles and procedures.
Experience with MSA lifecycle resource planning, PMPs and APB development.

Responsibilities

Make recommendations on program baseline and spend plans at Directorate and NRO levels.
Analyze cross-program impacts to determine resources and trade-offs; present to executive management.
Review budget estimates and requirements for initiatives across Directorates; assess funding impacts.
Develop, monitor and report NRO performance measures in coordination with NRO/IC/DoD.
Prepare data packages and oversight materials; reconcile FIRsT data to budget status.
