Job summary

City of Richmond is seeking a Benefits & Wellness Specialist to lead the City’s employee benefits programs and ensure compliance with ERISA, COBRA, HIPAA, and related laws. The role provides expert guidance, analyzes costs, and develops improved benefits solutions for city employees.

The position leads benefits administration, engages with vendors, and delivers education sessions to staff while ensuring timely, accurate benefits delivery across departments.

Qualifications

• 5+ years of Human Resources experience with 3 years in the field of employee benefits
• Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Responsibilities

• Oversee and provide expert guidance on employee benefits plans in accordance with ERISA, COBRA, HIPAA, and local regulations
• Manage plan vendors and file activities, plan eligibility, contributions, and reconciliations
• Analyze benefit costs to recommend changes and generate reports using Excel and system tools
• Lead process improvements to increase productivity and accuracy across benefits operations
• Support employees with benefits questions and provide education and resources
