Job summary

GovCIO is seeking a Senior Architect Development Team Lead to support solution architecture and development for a government customer. The role is located in the Washington DC metropolitan area with a hybrid schedule, primarily remote with occasional onsite requirements.

The successful candidate will lead a team of architects and developers, ensure regulatory compliance, and coordinate with federal agencies. Strong background in Natural/ADABAS and IBM MQ is required.

Qualifications

• Bachelor’s with 15+ years on large scale application design and development.
• Expert proficiency programming in Natural using ADABAS.
• 5+ years’ project management experience.
• 5+ years’ experience working with customers on defining requirements.
• Strong ability to design solutions across multiple systems or sub-systems.
• Proficient in O365 components to include Word, Excel, etc.
• Clearance Required: Top Secret/SCI or higher.

Responsibilities

• Manage a team of technical architects and developers.
• Assess existing background investigation systems and processes at DCSA and other agencies.
• Coordinate with customers and stakeholders to define requirements.
• Design scalable, efficient solution architectures.
• Ensure compliance with federal regulations and standards.
• Collaborate with development teams for implementation of solutions.
• Lead reviews to measure effectiveness of implemented solutions.
• Provide expertise in federal contract and grants management.
• Use JIRA for requirements tracking.
• Develop software using Natural with ADABAS.
• Maintain file transfer processes using Connect Direct.
• Develop and maintain JCL for batch processing.
• Develop queues and flows using IBM MQ.
• Anticipate customer and project needs and propose solutions.
