Job summary

GovCIO is hiring a Senior Architect Development Team Lead to oversee architecture design and development for a government customer. The role is located in the Washington DC metro area and will be hybrid, primarily remote with intermittent onsite activity.

You will lead a team of architects and developers, drive requirements, and ensure regulatory compliance across cloud and on‑prem environments. Proficiency in Natural/ADABAS, IBM MQ, JCL, and ServiceNow is expected, with active clearance

Qualifications

• Bachelor’s with 15+ years on large scale application design and development.
• Expert proficiency programming in Natural using ADABAS.
• Experience with NaturalONE Eclipse-based development environment.
• 5+ years’ project management experience.
• 5+ years’ experience working with customers on defining requirements.
• Strong ability to design solutions across multiple systems or sub-systems.
• Proficiency with O365 components (Word, Excel, etc.).
• Clearance required: Top Secret or higher.

Responsibilities

• Manage a team of technical architects and developers.
• Conduct assessments of existing background investigation support systems and processes.
• Interact with customers/stakeholders to understand requirements and program needs.
• Design scalable and efficient solution architectures.
• Ensure compliance with federal regulations and standards.
• Collaborate with development teams for implementation of solutions.
• Provide expertise in federal contract and grants management.
• Utilize JIRA for requirements tracking.
• Develop software with Natural and ADABAS.
• Maintain file transfer processes with Connect Direct.
• Develop and maintain JCL for batch processing and IBM MQ workflows.
• Proactively identify customer and project needs.
