Energy Dome is seeking a Senior Analyst for Resource Planning & Market Policy to provide technical expertise on resource adequacy, IRP, capacity accreditation, and storage valuation. You will translate complex planning concepts into actionable policy positions supporting regulatory and commercial objectives.

The role involves evaluating planning methodologies, participating in stakeholder engagement, and shaping strategy across North American markets for long-duration energy storage technologies.

Qualifications

As we expand our international footprint, we are strengthening our regulatory affairs capabilities and are looking for a brilliant Senior Analyst Resource Planning & Market Policy.

The Senior Analyst, Resource Planning & Market Policy will provide technical expertise on resource adequacy, utility integrated resource planning (IRP), capacity accreditation, and energy storage valuation to support the company's regulatory, policy, and commercial objectives. This role will serve as the internal subject matter expert on how long-duration energy storage (LDES) and other emerging resources are represented in resource planning and capacity frameworks across North American power markets.

The successful candidate will monitor and assess evolving planning and accreditation methodologies used by utilities, ISOs/RTOs, regulators, and industry stakeholders, translating technical analysis into actionable policy positions and business recommendations. While the company does not perform extensive in-house system planning modeling, this role will critically evaluate modeling assumptions, planning studies, and market design proposals to ensure emerging storage technologies are appropriately valued and represented.

Key Responsibilities

Resource Planning & Capacity Accreditation

• Analyze utility Integrated Resource Plans (IRPs), reliability assessments, and resource adequacy studies across key markets.
• Evaluate how long-duration energy storage, battery storage, renewable generation, and other emerging resources are represented within planning processes.
• Monitor evolving capacity accreditation methodologies used by ISOs/RTOs, utilities, and regulators.
• Assess the implications of accreditation frameworks on storage economics, market participation, and investment opportunities.
• Develop recommendations regarding industry best practices for capacity valuation and resource adequacy treatment.

Technical Policy Analysis

• Serve as the company's technical resource on storage valuation and planning methodologies.
• Review production cost studies, capacity expansion models, effective load carrying capability (ELCC) analyses, and reliability assessments.
• Analyze proposed market and regulatory changes affecting storage, hybrid resources, and resource adequacy constructs.
• Identify opportunities to improve recognition of storage technologies within planning and reliability frameworks.
• Translate highly technical concepts into clear and actionable business insights.

Regulatory & Stakeholder Engagement

• Support company participation in ISO/RTO stakeholder initiatives related to resource adequacy, accreditation, reliability planning, and storage integration.
• Engage with utilities, regulators, consultants, industry organizations, and market operators on technical policy issues.
• Develop technical comments, presentations, position papers, and briefing materials.
• Represent the company in technical working groups and industry forums as appropriate.

Strategic Support

• Partner with Regulatory Affairs, Commercial, Market Affairs, and Business Development teams to evaluate policy and market developments.
• Assess planning and accreditation trends that could impact future demand for long-duration energy storage.
• support external consultant engagements by reviewing assumptions, methodologies, and study outputs.
• Provide technical expertise to support advocacy strategies and policy development.

Qualifications

Required

• Bachelor's degree in engineering, economics, energy systems, operations research, environmental science, public policy, or a related field.
• 2–5 years of experience in utility planning, energy markets, resource adequacy, storage analysis, regulatory affairs, consulting, or a related field.
• Understanding of integrated resource planning processes and utility system planning.
• Familiarity with resource adequacy concepts and capacity accreditation methodologies.
• Knowledge of wholesale electricity markets and ISO/RTO structures.
• Strong quantitative and analytical capabilities.
• Excellent written and verbal communication skills, including the ability to communicate technical concepts to non-technical audiences.

Preferred

• Experience evaluating long-duration energy storage, battery storage, or other emerging clean energy technologies.
• Familiarity with ELCC methodologies, reliability modeling, and capacity expansion planning.
• Experience with one or more ISOs/RTOs, including PJM, MISO, NYISO, ISO-NE, CAISO, ERCOT, or SPP.
• Exposure to consulting studies, resource planning models, or production cost modeling tools (e.g., PLEXOS, Aurora, SERVM, EnCompass, GridPath).
• Advanced degree in engineering, economics, public policy, or a related field.
