Job summary

Systems Planning and Analysis, Inc. (SPA) seeks an Emerging & Disruptive Technologies Senior Analyst to provide onsite support in Norfolk, VA. The role focuses on identifying and cataloguing EDTs, assessing implications, and promoting experimentation within the Warfare Development Agenda.

The candidate will contribute to program planning of EDT activities for ACT, foresight efforts, multinational solutions, and capability development, while educating HQ SACT on EDT opportunities and risks.

Qualifications

• Bachelor’s degree in computer science, information and communication technology, or closely related scientific or engineering discipline; 4 years post-related experience (or 6 years progressive duties if no degree).
• Active NATO Secret clearance or National equivalent.
• 2+ years experience in acquisition, assembly, and interpretation of research & technology information.
• Knowledge of S&T information sources in defense contexts.
• Experience interpreting future S&T and EDT-related information for military adoption.
• Practical experience with PC office automation products and internet research.
• Ability to conduct analytical work on EDT documentation and identify adoption pathways.
• Proficiency in English as defined in STANAG 6001 (SLP 3333).
• Able to work fully onsite based on client needs.

Responsibilities

• Identify new and catalogue EDTs; assess implications and adoption opportunities to support the Warfare Development Agenda; promote EDT-based experimentation.
• Provide input to programming of EDT activities within ACT S&T POW for foresight, NDPP, multinational solutions, capability development, training, and education; influence EDTs.
• Provide input to EDT advice informing strategic foresight analysis efforts, NATO planning, and capability and force development including requirements, concept development and AoA.
• Identify capability shortfalls that could benefit from EDT adoption by analyzing NDPP products and lessons learned; coordinate with ACT staff.
• Educate HQ SACT staff on EDT opportunities/risks and manage a knowledge base for EDT adoption to enable information exchange between ACT, NATO, and national stakeholders.
• Work onsite as a member of the Innovation Branch under Multi-Domain Force Development, executing tasks and duties as directed.
