Job summary

TikTok USDS Joint Venture LLC seeks a Senior Technical Program Manager, Operational Excellence, to connect cross-functional business initiatives and implement operating mechanisms, governance, and processes for productivity and efficiency. You will drive OKR/KPI development and end-to-end program leadership, surfacing risks and enabling scalable, secure campaigns.

Qualifications

• Bachelor's degree and 5+ years of experience in technical program management in security, infrastructure, or enterprise tech environments.
• Experience leading large cross-functional initiatives with multiple stakeholders and executive visibility.
• Demonstrated ability to analyze data for storytelling, consensus-building, and executive decision support.
• Strong problem-solving skills with excellent writing and editing abilities for diverse audiences.
• Highly organized, proactive, and able to work with limited oversight in a fast-paced setting.
• Ability to communicate complex concepts to senior leadership.

Responsibilities

• Drive change management and large-scale transformation initiatives with leadership. Set milestones and success metrics.
• Build cohesive tooling and dashboards unifying success/failure metrics for S&P.
• Provide data-backed insights to guide strategic decisions and prioritization.
• Own QBRs, executive program reviews, and related narratives from content to delivery.
• Analyze compliance, capabilities, and opportunities to influence S&P strategy.
• Identify inefficiencies, redesign processes, and lead cross-functional remediation programs.
• Develop and maintain KPIs and OKRs; report progress to senior leaders.
