Rural-Communities-Housing-Development-Corporation in California seeks an Off Site Property Manager to organize and administer the day‑to‑day operations of the apartment complex, ensuring compliance with government regulations and the project’s Management Plan.

You will coordinate tenant services, supervise occupancy rules, and conduct regular property walks to monitor appearance. The role involves processing applications, rent collection, and preparing periodic reports for lenders and regulators.

Qualifications

• Good writing and math skills.
• Be well organized and thorough.
• Ability to work without supervision.
• Familiarity with landlord/tenant law helpful.
• USDA Rural Development Manager Certification within six months (employer cost covered).
• Proficient in Excel, Word, graphic software and internet.

Responsibilities

• Review tenant applications for eligibility; maintain waiting lists; show units.
• Process eligible applicants per program guidelines (TCAC, HOME, HUD, USDA).
• Ensure new move-in files are complete and orderly.
• Attend trainings as needed by RCHDC (overnight stays may be required).
• Walk property at least twice daily to monitor appearance and presence.
• Turn vacant units quickly by coordinating with vendors and maintenance staff.
• Distribute rent bills, collect rent and deposits; assist accounting procedures.
• Complete lease forms and inform tenants of terms and occupancy conditions.
• Instruct tenants on emergency procedures and property rules.
• Perform annual re-certifications and required reports for audits and regulators.
• Assist with inspections, evictions documents, and tenant history logs.
• Identify and implement community programs and services for residents.
• Other duties as assigned.
