Job summary

STV Incorporated is seeking a senior professional to lead right-of-way acquisition for major infrastructure projects in the Washington, DC area. You will plan, coordinate, and drive property acquisition while managing budgets, schedules, and multi-disciplinary teams.

The role requires 8–12 years of experience in ROW/land use planning, strong negotiation skills, and knowledge of federal and state regulations. Professional certifications (RWP/SR/WA or PMP) are a plus.

Qualifications

• Bachelor’s degree in urban planning, Real Estate, Civil Engineering, or a related field.
• Minimum of 8-12 years of experience in right‑of‑way acquisition, land use planning, or related fields.
• In-depth knowledge of federal, state, and local regulations related to right‑of‑way acquisition processes.
• Excellent negotiation, communication, and interpersonal skills.
• Proficient in project management software and tools.
• Ability to manage multiple projects simultaneously and work under tight deadlines.
• Professional certification in right‑of-way (RWP, SR/WA) or project management (PMP) is a plus.

Responsibilities

• Develop and implement right-of-way acquisition strategies aligned with project goals and timelines.
• Coordinate with engineers, environmental specialists, government agencies, landowners, and legal teams to ensure project execution.
• Lead stakeholder meetings and report to senior management.
• Oversee acquisition processes from initiation to completion, ensuring compliance with regulations.
• Maintain documentation and reporting for management and regulatory agencies.
