Job summary

Echodyne is seeking a Strategic Proposal Manager to own end-to-end bid development, from intake through final submission, translating requirements into clear, compliant responses. You will lead cross-functional content creation, ensure accuracy, and manage documentation and timelines for competitive proposals.

The role emphasizes interviewing SMEs, leveraging GovDash and prior materials, and maintaining reusable content libraries to continuously improve proposals.

Qualifications

• Experience independently developing and managing RFPs, RFQs, proposals from intake through submission.
• Excellent writing, editing, proofreading, and content-development skills.
• Strong understanding of proposal compliance and translating requirements into complete responses.
• Ability to interview SMEs and coordinate cross-functional teams.
• Exceptional attention to detail with strong organizational and project management skills.
• Ability to manage multiple complex deadlines across technical, contracts, finance, and sales teams.
• Proficiency with MS Word, Excel, PowerPoint, Adobe Acrobat.

Responsibilities

• Own the end-to-end development and submission of RFPs, RFQs, RFIs, customer requests, and other formal responses.
• Review solicitations and translate requirements into clear proposal strategies, schedules, assignments, compliance, and deliverables.
• Develop proposal content using GovDash, approved content, prior proposals, source materials, and customer research.
• Determine when existing content suffices and when additional expertise is required.
• Interview SMEs and translate technical, product, contractual, financial, and business input into persuasive content.
• Coordinate cross-functional contributors, track progress, and ensure on-time, compliant submissions.
• Review and validate AI-assisted content for accuracy and coherence before customer submission.
• Own final proposal production, narrative coherence, formatting, attachments, and compliance checks.
• Maintain proposal templates and reusable content repositories for future responses.
• Track outcomes and lessons learned to improve content and processes.
