BWX Technologies, Inc. in Lynchburg, VA is seeking a Contracts and Proposal Specialist responsible for all aspects of proposal preparation from inquiry receipt through negotiations and submission to ensure bids are responsive, competitive, and complete.

This on-site role collaborates with Engineering, Purchasing, Estimating, Project Management, and Legal teams. You will lead contract negotiations, review purchase orders, manage risk, and support positive customer relations while maintaining

Qualifications

• Bachelor's degree required.
• Minimum three years relevant work experience.
• Strong time management, organization, and computer skills.
• Ability to manage multiple tasks with attention to detail and self-motivation.
• Strong written and verbal communication skills.
• Ability to learn Government contract law, good business practices, accounting, scheduling, contracting techniques (negotiation and analytical skills) and technical competence.
• Ability to analyze estimates of costs for prospective work and determine the markup and price strategy necessary to achieve and sustain profit goals.
• Must be a U.S. citizen.
• Must be able to obtain and maintain a U.S. Department of Energy clearance.

Responsabilités

• Learns and maintains knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR).
• Interacts and coordinates with customers and internal functions: Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases (lead BWXT negotiating team for new contracts).
• Negotiates all aspects of contracts.
• Reviews all purchase orders and purchase order agreements.
• Maintains positive customer relations and marketing efforts directed toward maximizing quotation opportunities.
• Reviews and interprets customer’s bid specification. Alerts internal personnel to potential concerns.
• Identifies and evaluates associated risks with proposed projects and address these factors with management.
• Learns all aspects of estimating process. Ensures complete and timely submission of responsive bids.
• Leads BWXT team during Contract Closeout activities.
