Job summary

Systems Planning and Analysis, Inc. (SPA) is seeking an RF and Sensor Analyst to support NC3 modernization efforts at HQ USSTRATCOM, Offutt AFB, NE.

The role requires expert knowledge of RF propagation, sensor phenomenology, and EM environment considerations to evaluate performance across fixed, mobile, airborne, and space platforms. The candidate will lead evaluations of RF and sensor architectures, develop test concepts, and produce reports and briefings for senior leadership, coordinating

Qualifications

• U.S. citizenship with active Top Secret (TS) clearance and SCI eligibility, NC2-ESI, NATO, SAR eligibility on day one.
• Onsite full-time work 5 days/week at Offutt AFB, NE.
• Bachelor’s degree in a related technical field (EE, Physics, Systems Eng).
• 8+ years in RF systems, sensor tech, EM spectrum ops, or similar mission areas.
• 3+ years supporting Combatant Command ops with RF/sensor systems; 3+ years DoW experience with NC3 systems.

Responsibilities

• Lead evaluations of RF and sensor architectures for survivability and mission effectiveness.
• Develop test concepts and support prototype evaluations, demonstrations, and experiments.
• Prepare high-quality technical reports, risk assessments, and senior-leader briefings.
• Coordinate across USSTRATCOM directorates, Combatant Commands, and DoW partner organizations to align RF/sensor requirements and modernization priorities.
