Job description

Office of Revenue Management & Development (ORMD) - Revenue Project Analyst

The Office of Revenue Management & Development (ORMD) maximizes federal and state funding of HRA costs through developing revenue-enhancing initiatives and revenue-generating projects, saving millions of City tax levy dollars.

The Revenue Project Analyst performs complex professional work involving policy, administrative issues, and legislative research. It also involves advanced budgeting and economic research services across the Finance Office, utilizing HRA's Enterprise Data Warehouse (EDW).

The ORMD/Deputy Commissioner’s Office is recruiting one (1) Administrative Staff Analyst NM-I to serve as a Revenue Project Analyst. The responsibilities include:

  1. Monitoring procedural enhancements and overseeing automated management tracking systems; collaborating with ORMD executive staff to improve effectiveness by developing review protocols, procedures, and new initiative suggestions.
  2. Analyzing and evaluating quality control and maintenance of revenue tracking applications and systems, including State and Federal claiming, account reconciliation, and other fiscal operations.
  3. Assisting ORMD in maximizing reimbursements from external sources by leveraging data resources like EDW and conducting research on new policies to ensure compliance and anticipate future trends.
  4. Preparing detailed reports for the Deputy Commissioner, conducting economic research, proposing revenue initiatives, and analyzing operations to identify weaknesses and develop financial solutions to reduce the City’s budget gap. Recommending innovations based on suggestions from ORMD staff.
  5. Planning, monitoring, and reporting on the implementation of budget and revenue initiatives, tracking project workflows, and assisting in designing effective processes and reporting methods.
Minimum Qualifications
  • A master's degree in economics, finance, accounting, business/public administration, or related fields, with two years of professional experience in areas such as budget management, economic research, management analysis, or fiscal management, including 18 months in a supervisory role; or
  • A bachelor's degree with four years of relevant professional experience, including 18 months in an executive or supervisory capacity.
Preferred Skills
  • Proficiency in Word, Excel, PowerPoint; excellent analytical, organizational, communication skills; experience in preparing comprehensive reports.
