Job summary

The City of Balch Springs is looking for a qualified Resident Services Specialist to manage advanced resident account administration, utility billing, and customer service for the city’s residents. The role involves billing research, account analysis, payment investigations, and service coordination while ensuring compliance with city policies and privacy requirements.

Ideal candidates will have a High School Diploma or GED and at least four years of related experience, plus a valid Texas driver

Qualifications

• High School Diploma or GED required.
• Four years of progressively responsible experience in utility billing, customer service, resident account administration, finance support, or related field.
• Must have strong customer service and communication skills.
• Experience with billing research, account adjustments, and service coordination is a plus.
• Proficiency with standard office software and billing systems.

Responsibilities

• Perform complex resident account administration, billing research, and account analysis.
• Investigate and resolve billing discrepancies and service-request issues.
• Process and review financial transactions, including transfers, adjustments, and refunds.
• Coordinate with Utilities, Finance, and other City departments to resolve issues.
• Maintain accurate resident account records and generate reports as needed.
• Provide guidance and support to Resident Services Technicians when required.
