General Dynamics Information Technology, Inc. is seeking a Transition Manager to lead the Phase-In for VA applications in support of enterprise IT modernization. You will manage cross‑domain handoffs, governance, and readiness activities to ensure a secure, mission‑ready environment.

Based in Austin, TX or remote, you will coordinate with Identity & Access Management, Cybersecurity, PKI, and Operations teams, producing executive‑level updates and ensuring compliant, timely transitions.

Competenze

• Bachelor’s degree and 8+ years of experience in enterprise IT operations, program management, or technical leadership.
• Experience overseeing large‑scale federal or enterprise IT transitions across multiple technical domains.
• Strong understanding of cybersecurity frameworks and compliance obligations (NIST SP 800‑53, RMF, Zero Trust, TIC 3.0).
• Demonstrated ability to lead cross‑functional engineering and operations teams in multi‑vendor environments.
• Experience with modernization efforts across identity services, PKI, vulnerability management, database operations, web/middleware hosting, virtualization, and workflow automation.
• Proven skills in project management, stakeholder communication, risk mitigation, status reporting, and governance.
• Strong organizational skills, strategic thinking, and ability to present technical information to executive audiences.
• Ability to support escalations, incident coordination, and enterprise governance activities as needed.

Mansioni

• Lead Phase‑In transition activities to achieve seamless move to full ops.
• Manage knowledge transfer, SOPs, tooling access, and handoffs across domains.
• Oversee onboarding, provisioning, and readiness checks; mitigate transition risks.
• Establish transition governance: schedules, risk boards, and stakeholder comms.
• Align with cybersecurity standards (NIST RMF/6500) and privacy requirements.
• Coordinate cross‑functional integration with Cybersecurity, PKI, ICAM, and Web/Middleware.
• Produce executive reports and dashboards on readiness and transition performance.
• Ensure runbooks and diagrams are transitioned to GDIT ownership.
• Identify modernization opportunities guiding Zero Trust and cloud migration.
