The Department of Social Services (DSS) comprises the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA aims to fight poverty and income inequality by providing essential benefits such as Food Assistance and Emergency Rental Assistance. DHS focuses on preventing and addressing homelessness in NYC by employing innovative strategies to help families and individuals exit shelter and regain self-sufficiency.

Information Technology Services (ITS) is DSS’s technology services organization. ITS supports the daily, emergent, and long-term needs of HRA and DHS by creating and enhancing technology infrastructure and applications, including client eligibility systems, case management, housing, employment services, revenue-producing matches, and personnel systems.

ITS / Enterprise Networking HRA Infrastructure Network Services is recruiting for one (1) Computer Specialist (Software) II, to function as a Remote Systems Administrator, who will:

1. Coordinate, plan, document, evaluate, and participate in the installation, customization, testing, implementation, and support of the Agency's complex Enterprise-Wide Area Network infrastructure.
2. Develop highly complex technical recommendations regarding WAN infrastructure planning, consolidation, expansion, and acquisition needs.
3. Research hardware and software upgrades to ensure the continued viability of the WAN environment; evaluate installation, implementation, and maintenance of network components.
4. Diagnose, solve, and analyze hardware/software issues, perform root cause analysis, and use Syslog Files to isolate network problems.
5. Develop contingency plans for WAN growth and network device upgrades.

Position: COMPUTER SPECIALIST (SOFTWARE) - 13632

Qualifications

• A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related field, and two (2) years of full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
• A high school diploma or educational equivalent and six (6) years of full-time satisfactory software experience as described above, including one year in a project leader capacity or as a major contributor on a complex project; or
• A combination of education and experience equivalent to (1) or (2). College credits may substitute for experience at a rate of sixty (60) semester credits per year. A master's degree may substitute for one year of experience. All candidates must have a high school diploma or equivalent, plus at least one (1) year of full-time software experience in a project leader or major contributor role on a complex project.

Note: To qualify as a Project Leader or Major Contributor, detailed explanation of experience is required. Experience in operations, technical support, QA, hardware, help desk, or end-user roles does not meet the minimum requirements.

Additional Note: To be eligible for Assignment Level IV, candidates must have one (1) year of experience as a project leader or major contributor in areas such as data administration, database management, operating systems, data communications, capacity planning, or online applications programming.
