Job summary

Serco Inc. (Serco) seeks a PIF/SDF Manager to coordinate acquisition management investments for NAVSEA and Team Submarine.

You will manage intake, evaluation, approval, execution, and closeout, aligning investments with SIB priorities and delivering measurable capacity and production improvements. The role requires DoW Secret clearance eligibility, 10+ years in large DoD programs, and strong cross-functional leadership.

Qualifications

• Bachelor’s degree in Engineering, Business, Supply Chain, Operations, Finance, Acquisition, or related field.
• Ability to obtain DoW Secret clearance.
• 10+ years in large DoW or Federal programs or industrial base initiatives.
• Experience with NAVSEA, Team Submarine, and major defense programs.
• Experience in project/investment portfolio development including governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, quality management, and contract execution.
• Experience briefing senior Government executives, SESs, and Flag Officers; developing executive-level decision support products.
• Experience coordinating resources, schedules, budgets, funding, deliverables, and stakeholder coordination across multiple efforts.
• Strong written and verbal communication; able to translate complex issues into leadership recommendations.
• Proficiency with MS Project, Microsoft Office, Teams, SharePoint; travel up to 10%.
• PMP certification is a plus; SDF/PIF experience preferred.

Responsibilities

• Support SIB PIF/SDF investment portfolio from intake to closeout.
• Provide technical guidance to cross-functional teams on investment planning and execution.
• Draft and maintain PIF/SDF governance, schedules, milestones, and risk plans.
• Analyze program requirements and develop recommendations.
• Coordinate investment actions prioritizing by production impact and funding.
• Interface with NAVSEA, contracting, shipbuilders, and suppliers.
• Review investment packages for completeness and alignment with requirements.
• Prepare executive investment recommendations and status briefings.
• Travel for supplier site visits and program reviews.
