Job summary

Serco Inc. seeks a PIF/SDF Manager to coordinate industrial base investments for NAVSEA and Team Submarine. You will drive intake, evaluation, and execution support across governance processes, with emphasis on capacity, resilience, and production impact.

You will lead cross-functional teams, prepare executive briefings, and ensure alignment with DoW acquisition and investment priorities. Security clearance readiness is required.

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain, Operations, Finance, Acquisition, or related discipline.
• The ability to obtain a U.S. DoW Secret security clearance.
• Minimum 10 years’ experience with large, complex DoW or Federal programs, industrial base initiatives, investment portfolios, or supply chain programs.
• Experience coordinating with NAVSEA, Team Submarine, major defense programs, or industrial base initiatives.
• Experience in project/investment portfolio development, governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, governance, financial controls, and contract execution.
• Experience briefing senior Government executives and developing executive decision support.
• Strong written/verbal communication and independent work capability.

Responsibilities

• Support SIB PIF/SDF investment portfolio from intake through evaluation, prioritization, and award support.
• Provide technical and coordination guidance to cross-functional teams for investment planning and execution.
• Draft and maintain governance processes, investment schedules, milestones, and risk management plans.
• Analyze program/resource requirements and develop recommendations.
• Coordinate with government and industry stakeholders to advance investment actions.
• Analyze investments for scope, cost, schedule, and production impact.
• Prepare executive investment recommendations and briefing materials.
• Organize investment governance meetings and execution reviews.
• Support continuous improvement of PIF/SDF processes and templates.
