Job summary

Serco is seeking a PIF/SDF Manager to support NAVSEA and Team Submarine investment activities within the SIB Supply Chain. You will coordinate administration, tracking, validation, and execution across PIF and SDF processes and provide technical leadership throughout the investment lifecycle.

The role requires DoW Secret clearance eligibility, 10+ years in large DoW or federal programs, and strong governance and collaboration skills. Travel up to 10% may be required.

Qualifications

• Bachelor’s degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline.
• The ability to obtain a U.S. Department of War (DoW) Secret security clearance.
• Minimum 10 years’ experience with large, complex DoW or Federal programs, industrial base initiatives, investment portfolios, or supply chain programs.
• Experience collaborating with cross-functional teams supporting NAVSEA, Team Submarine, major defense acquisition programs, or industrial base initiatives.
• Experience supporting the development of project or investment portfolios, including project planning, prioritization, governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, quality management, and contract execution.
• Experience briefing senior Government executives, SESs, and Flag Officers and developing executive-level decision support products.
• Experience coordinating project resources, schedules, budgets, funding requirements, deliverables, and stakeholder coordination across multiple concurrent efforts.
• Excellent written and verbal communication skills with demonstrated ability to translate complex investment and execution issues into clear leadership recommendations.
• Proven ability to work independently and in a team.
• Proficiency with Microsoft Project, Microsoft Office, Teams, SharePoint, and portfolio or project tracking tools.
• Strong technical and analytical skills.
• Ability to travel up to 10% of the time.

Responsibilities

• Support the SIB Supply Chain PIF/SDF investment portfolio from identification through closeout.
• Provide technical and coordination guidance to cross-functional teams.
• Draft and maintain governance processes, investment schedules, and risk plans.
• Analyze program and resource requirements and develop recommendations.
• Facilitate multiple investment actions and prioritize based on impact and funding.
• Coordinate with NAVSEA Program Offices, contracting, shipbuilders, and suppliers.
• Analyze investments for scope, cost, schedule, and production impact.
• Prepare executive recommendations and status briefings for senior leadership.
• Interface with Government leadership on portfolio status and funding priorities.
• Organize governance meetings and execution reviews.
• Support continuous improvement of PIF/SDF processes and templates.
• Travel to supplier sites and for validation activities.
