Job summary

Serco Inc. in Montpelier, VT, is seeking a PIF/SDF Manager to coordinate investments through NAVSEA’s PIF/SDF programs and support acquisition management initiatives. You will guide cross-functional teams, develop governance, and monitor execution to align with submarine production goals.

The role requires a DoW Secret clearance, 10+ years of Federal program experience, and strong communication and analytical skills to influence leadership and drive results.

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline.
• Ability to obtain DoW Secret clearance.
• Minimum 10 years’ experience with large, complex DoW or Federal programs.
• Experience coordinating NAVSEA, Team Submarine, major defense programs or industrial base initiatives.
• Experience developing project/investment portfolios with governance, schedules, risk management, and execution oversight.
• Strong written and verbal communication; ability to briefing executives.
• Willingness to travel up to 10%.
• PMP certification highly desired.

Responsibilities

• Coordinate administration, tracking, validation, and execution support of PIF/SDF investments.
• Provide technical guidance to cross-functional teams on investment planning and execution.
• Draft governance processes, investment schedules, milestones, and risk plans.
• Analyze program requirements and develop recommendations.
• Facilitate multiple concurrent investment actions prioritizing impact and funding.
• Interface with NAVSEA Program Offices, contracting, shipbuilders, suppliers, and stakeholders.
• Review investment packages for completeness and compliance with requirements.
• Prepare executive recommendations, memoranda, and portfolio briefings for leadership.
• Organize investment governance meetings and risk/effort reviews.
• Support continuous improvement of PIF/SDF processes and templates.
