Job summary

Serco is seeking a PIF/SDF Manager to support NAVSEA and Team Submarine, coordinating PIF/SDF investments from intake to execution and closeout. The role emphasizes governance, analysis, and cross-functional collaboration to improve submarine production capacity and resilience.

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain, or related discipline.
• Ability to obtain DoW Secret clearance.
• 10+ years with large, complex DoW or Federal programs.
• Experience with NAVSEA, Team Submarine, or defense programs.
• Experience developing project/investment portfolios, including governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, governance, financial controls, quality management, and contract execution.
• Experience briefing senior Government executives and developing executive-level decision support products.
• Proficiency with Microsoft Project, Office, Teams, SharePoint, and portfolio/project tracking tools.
• Strong technical and analytical skills.
• Ability to travel up to 10%.

Responsibilities

• Support the SIB Supply Chain PIF/SDF investment portfolio from intake through evaluation, approval, execution, and closeout.
• Provide technical guidance to cross-functional teams supporting investment planning and execution.
• Draft and maintain governance processes, investment schedules, milestones, and risk management plans.
• Analyze program and resource requirements and develop recommendations.
• Coordinate with NAVSEA, contracting, shipbuilders, suppliers, and other stakeholders to advance investments.
• Track investment execution and validate outcomes such as capacity, lead-time, and resilience.
