Job summary

Serco seeks a PIF/SDF Manager to coordinate, validate, and execute industrial base investments for NAVSEA and Team Submarine. You will guide cross-functional teams, manage governance, and drive capital investments to improve supplier capacity and submarine production metrics.

The role requires a DoW Secret clearance, 10+ years of relevant Federal program experience, and strong program management and analytical skills.

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline.
• The ability to obtain a U.S. Department of War (DoW) Secret security clearance.
• 10+ years with large, complex DoW or Federal programs, industrial base initiatives, investment portfolios, or supply chain programs.
• Experience collaborating with cross-functional teams supporting NAVSEA, Team Submarine, major defense programs, or industrial base initiatives.
• Experience supporting development of project or investment portfolios (planning, governance, risk, execution).
• Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, quality management, and contract execution.

Responsibilities

• Support the SIB Supply Chain PIF/SDF investment portfolio from identification through evaluation, prioritization, approval, award support, execution, monitoring, and closeout.
• Provide guidance to cross-functional teams supporting investment planning and execution.
• Contribute to Acquisition Management analysis and transformation projects with tasks as directed.
• Draft and maintain governance processes, investment schedules, milestones, and risk plans.
• Analyze program and resource requirements and develop recommendations.
• Facilitate multiple concurrent investment actions prioritizing by submarine production impact and funding.
• Coordinate with marketspace leads, NAVSEA, contracting, shipbuilders, suppliers and other stakeholders.
• Analyze proposed investments for scope, cost, schedule, feasibility, and production impact.
• Conduct research on industry trends and best practices in Acquisition Management.
• Review investment packages, SOWs, cost estimates for completeness and compliance.
• Prepare executive investment recommendations, memoranda, and portfolio reports for senior leadership.
• Interface with Government leadership for portfolio status and funding priorities.
• Organize governance meetings and reviews for investments and risk management.
• Support continuous improvement of PIF/SDF processes and templates.
• Support meeting/workshop prep and facilitation.
• Provide analytical support for capital allocation planning and funding realignment.
• Help teams understand PIF/SDF processes and execution standards.
• Identify complex issues affecting investment outcomes.
• Support identification and capture of new Acquisition Management opportunities.
• Track investment execution and validate improvements in capacity and resilience.
• Travel to supplier sites, validation activities, audits, and program reviews.
