Job summary

Serco Inc. seeks a PIF/SDF Manager to coordinate investments for the Submarine Industrial Base, handling intake through execution and closeout.

You will guide cross-functional teams, draft governance documents, and analyze program requirements to improve supplier capacity and production performance. The role requires DoW Secret clearance eligibility, 10+ years in defense programs, and strong communication skills.

Qualifications

• Bachelor's degree in Engineering, Business Management, Supply Chain Management, Operations Management, Finance, Acquisition, or related discipline.
• Ability to obtain DoW Secret security clearance.
• 10+ years' experience with large, complex DoW/Federal programs or industrial base initiatives.
• Experience with NAVSEA, Team Submarine, and defense acquisition programs.
• Experience developing project/investment portfolios, governance, schedules, risk management, and execution oversight.
• Knowledge of DoW acquisition, industrial base investment, project governance, financial controls, and contract execution.
• Experience briefing senior Government executives and developing executive-level decision support products.
• Excellent written and verbal communication skills; ability to translate complex issues into leadership recommendations.
• Proficiency with MS Project, MS Office, Teams, SharePoint, and portfolio/project tracking tools.
• Willingness to travel up to 10%.

Responsibilities

• Coordinate PIF/SDF investment portfolio from intake to closeout.
• Provide guidance to cross-functional teams for investment planning and execution.
• Support Acquisition Management analysis and transformation projects.
• Draft and maintain governance processes, schedules, milestones, and risk plans.
• Analyze program resource requirements and develop recommendations.
• Prioritize investment actions based on production impact and funding.
• Engage NAVSEA, contracting, shipbuilders, suppliers and stakeholders.
• Assess investments for scope, cost, schedule, feasibility, and risk.
• Prepare executive investment recommendations and status briefings.
• Interface with Government leadership for portfolio status and funding priorities.
• Organize investment governance meetings and reviews.
• Support continuous improvement of PIF/SDF processes and templates.
• Assist with annual and future-year SDF capital planning.
