Qualifications

• Bachelor's degree and 15+ years of related experience.
• Master's degree and 13+ years of related experience.
• PhD or JD and 10+ years of related experience.
• Demonstrated experience developing, negotiating, and managing subcontract types for federal programs.
• Proficiency in FAR/DFARS, prime contract flow-down requirements, and procurement processes.
• Experience with source selection, price/cost analysis, and supplier performance management.
• Strong leadership, communication, and stakeholder management skills.

Responsibilities

• Provide strategic direction for subcontract management and mentor the team.
• Develop and implement subcontract policies and procedures across programs.
• Oversee lifecycle of subcontracts and ensure FAR compliance.
• Support proposals with subcontract expertise and competitive sourcing.
• Lead negotiations and resolve subcontract disputes with suppliers.
