Job summary

SAIC is seeking a Subcontracts Manager to lead strategic subcontract management across the lifecycle. The role focuses on directing a team, guiding policy, and supporting complex bid efforts in federal programs. Expertise in FAR/DFARS, cost analyses, and supplier performance is essential.

The position is 100% remote and available from anywhere in the United States, with responsibilities spanning development, administration, and negotiations to ensure compliant, successful contract outcomes.

Qualifications

• Bachelor's and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and ten (10) years or more experience.
• Demonstrated experience developing, negotiating, and managing a variety of subcontract types in support of federal programs, including Cost-Plus, T&M, FFP, and IDIQ vehicles. Proficiency in FAR/DFARS, prime contract flow‑down requirements, and federal procurement processes. Experience with source selection, price/cost analysis, and supplier performance management strongly preferred.
• Proven ability to lead teams, build stakeholder relationships, establish operational objectives, and drive results across complex, multi‑program environments. Experience guiding and developing a team of subcontracts professionals is required at this level. Strong written, oral, and interpersonal communication skills; ability to convey subcontract and financial topics clearly to diverse audiences, including senior leadership and external customers. Experience leading briefings and technical meetings.
• Certifications: CPCM, CFCM, CPSM preferred.
• US citizenship

Responsibilities

• Lead subcontract management activities and mentor the team.
• Set objectives and empower team members.
• Oversee a team of seasoned subcontract professionals.
• Develop and improve subcontract policies and procedures.
• Apply company-wide policies and procedures consistently across programs.
• May be involved in budgets, schedules, and performance standards.
• Provide strategic oversight for development of subcontract specifications and terms across contract types.
• Guide bid packages, bidders’ conferences, and evaluation criteria for source selections.
• Lead or support negotiation of subcontract provisions and supplier selections.
• Review and approve subcontract packages; may sign awards for complex actions.
• Maintain subcontract baseline, deliverables, and milestones in coordination with program staff.
• Support audits, data requests, and compliance assessments.
• Provide strategic subcontracts support for proposals, teaming agreements, and flow‑down analysis.
• Collaborate with Capture, Contracts, and Program teams to align strategies with objectives.
• Engage with management and senior customer representatives on projects and clarifications.
• Lead briefings and technical meetings for internal and external stakeholders.
• Share best practices and drive process improvements in subcontract management.
