Job summary

IBSS Corp. seeks a Resource Analyst (NOAA) to provide quarterly capacity, resource, and financial-data analysis across the NOAA Modeling Moonshot portfolio.

You will reconcile government workforce data, milestones, funding, obligations, and expenditures, and present auditable trends and decision options. The role requires reviewing budgets, data validation, and generating dashboards to support monthly status reports and executive briefings.

Qualifications

• BA/BS degree (or accepted equivalent).
• 4-8 years of related experience reviewing business systems, budgets, reports or performance data.
• Ability to review budget proposals/reports for completeness and accuracy and monitor spending against plan.
• Working knowledge of relational-data concepts, client/server concepts, data validation, reconciliation, and structured reporting.
• Advanced spreadsheet, dashboard, documentation, and written/oral communication skills.

Responsibilities

• Ingest and validate Government-provided FTE/personnel allocations and project assignments.
• Reconcile resource supply to roadmap demand; identify bottlenecks and coverage options.
• Analyze CPU/GPU, storage, data-movement, queue, environment, and skills constraints affecting planned work.
• Validate and ingest Government financial reports; crosswalk funding and expenditures to sources.
• Perform trend and variance analysis; describe consequences without budget decisions.
• Maintain source lineage and reconciliation status for auditability.
• Produce quarterly capacity/resource and financial analyses for status reports and briefings.
• Build dashboards and scenario views showing baseline, forecast, and decisions needed.
• Assist other areas with structured data calls and KPI reporting.
