Job summary

IBSS Corp. seeks an Agile Technical Project Manager / Scrum Master to lead continuous-DA teams advancing NOAA’s Modeling Moonshot Initiative. You will facilitate Agile ceremonies, manage dependencies, and ensure evidence-based progress across R2O objectives.

Role requires strong Agile leadership, scientific-software coordination, and experience with HPC/workflow discussions. Domestic remote options are available; multi-agency coordination is a key focus.

Qualifications

• MA/MS degree (or equivalent) in a related field.
• 8–10 years of technical/project management experience.
• Proven success leading engineering or scientific-software teams.
• Strong Agile facilitation, backlog/dependency management, risk escalation, and stakeholder communication.
• Technical literacy for data-assimilation, numerical-modeling, and HPC discussions.

Responsibilities

• Serve as Scrum Master for continuous-DA teams and coordinate planning, refinement, reviews, and retrospectives.
• Maintain connected backlog increments for observation ingest, QC, diagnostics, and HPC workflows.
• Help leads define hypotheses, datasets, configurations, and acceptance criteria for research and integration work.
• Track MPAS/UFS interfaces, observation processing, and operational transition windows.
• Elevate impediments, risks, actions, and decisions; link cross-area items to the Integration Forum and roadmap.
• Prepare iteration summaries that distinguish coded work from integrated, tested capabilities.
• Coordinate with JCSDA, NWS, OAR labs, and MPAS/UFS teams through official channels.
• Coach teams on incremental delivery, reproducible experiments, and automated testing.
• Provide workload surge coverage to other focus areas and contribute to process improvements.
