Job summary

IBSS Corp. seeks a R2O Integration Lead to manage the Moonshot portfolio's integrated program framework, aligning roadmaps, readiness gates, risks, commitments, and operational acceptance across four focus areas.

The role requires coordinating with NOAA offices, laboratories, and partners, guiding TPMs and program staff, and delivering evidence-based decision packages for critical actions. Remote-ready and program-management focused.

Qualifications

• MA/MS degree or equivalent required.
• 8-10 years in the technical area managed and 8+ years IT management experience.
• Strong written and oral communication, facilitation, conflict resolution, dependency management, risk management, and executive briefings.

Responsibilities

• Establish and maintain the Agile Program Management Framework, living roadmap, decision model, shared artifact structure, and portfolio cadence.
• Design and administer readiness levels, evidence gates, and transition dashboards per Government standards.
• Chair the biweekly Integration Forum and identify cross-area dependencies, interfaces, baselines, handoffs, conflicts, and escalation decisions.
• Coordinate transition readiness reviews among research, software/integration, and Government operational counterparts.
• Manage interfaces with NOAA and external partners (NCAR, JCSDA, DTC, and EPIC activities) through documented commitments.
• Link dependency, risk, capacity, financial, and partner data to roadmaps and backlogs for traceable decisions.
• Oversee the Lessons Learned Repository and convert lessons into backlog items or process changes.
• Guide TPMs and Program Specialist, coordinate coverage and standardize reporting across teams.
• Prepare decision packages and briefings outlining options, evidence, impact, resources, and recommended actions.
