Job summary

GovCIO is seeking a Program Manager to join the Data and Scientific Computing Service for Sustainment of GenISIS Team. The role oversees 20+ technical professionals and ensures programs and deliverables stay on schedule, within scope, and meet quality standards.

This fully remote position within the United States operates Mon–Fri, 8 AM–5 PM ET, and requires strong leadership to promote collaboration and continuous improvement.

Qualifications

• Bachelor's degree or equivalent professional experience in a related field.
• 12 years of program management or technical program coordination experience.
• Experience coordinating technical teams, preferably 10+ professionals.
• Experience with software development and IT infrastructure teams.
• Knowledge of project planning, scheduling, risk management, and status reporting.
• Experience using Jira, Microsoft Project, Azure DevOps, Smartsheet, or similar tools.
• Excellent written, verbal, organizational, and interpersonal communication skills.
• Ability to manage multiple priorities and meet deadlines.

Responsibilities

• Develop and maintain project plans, schedules, milestones, deliverables, and resource assignments.
• Break complex technical initiatives into manageable tasks with clear owners and deadlines.
• Coordinate multiple projects and manage dependencies across development and SysAdmin teams.
• Monitor progress and address delays or resource conflicts.
• Ensure deliverables meet requirements, quality standards, and customer expectations.
• Maintain project documentation, decisions, and change requests.
• Establish clear task ownership, deadlines, and status reporting.
• Conduct regular team meetings, project reviews, and follow-ups as appropriate.
• Identify workload imbalances and coordinate resources to changing priorities.
• Understand software development lifecycle and systems administration responsibilities.
• Ensure dev and infrastructure teams collaborate to resolve dependencies.
• Track system support requests, operational tasks, defects, and technical debt.
• Prepare concise status reports for leadership.
• Track milestones, performance, risks, issues, and deliverables.
• Communicate progress, deadlines, dependencies, and delays.
• Identify risks and develop mitigation plans.
• Establish consistent PM practices, reporting standards, and documentation procedures.
• Improve task tracking, workflow, and team communication.
