Job summary

For People seeks a seasoned Program Manager to lead a CMS data portal project. You will drive delivery, coordinate across engineering, design, and governance teams, and report on progress to CMS and leadership.

You will work fully remote from anywhere in the United States, with occasional travel to CMS HQ in Baltimore. A strong background in government contracts and agile delivery is required.

Qualifications

• 8+ years of program or project management experience on government contracts.
• Degree in management, public administration, IT, or related field.
• Experience with open data projects and cross-functional teams.
• Deep knowledge of agile product management principles.
• Familiarity with Jira, Confluence, Slack, and GitHub.
• Ability to oversee task orders, reporting, sprint planning, and project planning.
• Experience facilitating stakeholder engagement across multiple government offices.

Responsibilities

• Lead the team that builds and runs a CMS data portal project for CMS.
• Facilitate partner meetings and unblock the team when needed.
• Report progress clearly to CMS and For People leadership using dashboards.
• Identify and mitigate delivery risks and ensure contract compliance.
• Oversee security, accessibility (Section 508), and operational requirements.
• Plan smooth handoff from current contractor to avoid user disruption.
