Job summary

Maximus is seeking a Senior Proposal Manager to lead cross-functional proposal teams and deliver responsive, compelling proposals for U.S. State and Local Government clients. This fully remote role includes ~10% travel and no direct reports at present.

You will orchestrate end-to-end proposal lifecycle, coach peers, and partner with executives to craft winning bids. You’ll manage color reviews, ensure 100% compliance, and develop messaging and value propositions for competitive responses.

Qualifications

• Bachelor's degree required; 7+ years of relevant professional experience preferred.
• 15+ years of experience managing U.S. State and Local Government proposals.

Responsibilities

• Oversee multiple proposal projects and ensure alignment with business goals.
• Develop high-level proposal strategies and win themes.
• Manage relationships with key stakeholders and clients.
• Provide mentorship to junior team members.
• Lead the proposal development process for high-value, complex projects.
• Analyze RFPs/RFQs/IFBs to determine requirements and strategy.
• Collaborate with sales, technical experts, and graphic designers.
