Job summary

Maximus is seeking a Senior Proposal Manager to lead cross-functional proposal teams across the U.S. State and Local Government sector. The role oversees the full lifecycle of high-value proposals, ensures 100% compliant responses, and coaches other proposal professionals.

The position is fully remote with about 10% travel to support activities. Successful candidates will have extensive experience in U.S. government proposals, strong communication skills, and the ability to drive strategic bid

Qualifications

• 15+ years of experience managing U.S. State and Local Government proposals.
• Experience managing the full proposal lifecycle, including outlines.
• Diverse proposal background across multiple subject areas.
• Advanced proficiency with Microsoft Word, PowerPoint, SharePoint, and Adobe Acrobat Pro.
• Excellent written and verbal communication skills.
• Proven ability to manage multiple, highly detailed projects in deadline-driven environments.

Responsibilities

• Oversee multiple proposal projects and ensure alignment with business goals.
• Develop high-level proposal strategies and win themes.
• Manage relationships with key stakeholders and clients.
• Provide mentorship and guidance to junior team members.
• Lead and manage the proposal development process for high-value and complex projects.
• Interpret RFPs, RFQs, and IFBs to determine requirements and strategy.
• Collaborate with cross-functional teams to develop comprehensive proposals.
• Write, revise, and edit proposal drafts for clarity and compliance.
• Develop executive summaries highlighting company strengths and capabilities.
• Coordinate final production and submission processes.
