Job summary

CACI is seeking a Senior HCM Analytics & BI Developer to support a large-scale federal HCM modernization effort. You will design, develop, and maintain enterprise analytics, dashboards, and reporting delivering real-time workforce insights to government leadership and HR stakeholders.

The role is primarily remote with up to 10% travel within the Continental US. Requires extensive BI experience, Oracle OTBI/BIP, and strong knowledge of HR analytics and accessibility standards.

Qualifications

• Bachelor's degree required; 10+ years of relevant experience preferred.
• 10+ years in BI development, analytics, or enterprise reporting.
• 8+ years with Oracle OTBI, BIP or comparable BI tools (Tableau, Power BI, SAP BO).
• Proficiency in SQL with analytical queries on large HR/HCM data models.
• Experience creating interactive dashboards with drill-downs and dynamic visuals.
• Knowledge of HR/workforce analytics metrics and reporting.
• Experience with 508/WCAG-compliant visualizations and reports.
• Familiarity with Agile/SAFe methods.
• 11+ years BI development with Oracle Fusion HCM analytics preferred.
• Oracle Analytics Cloud or BI Publisher certification.
• Experience with federal HR analytics (EHRI, GHRR, HCAAF, DEIA, FEVS).
• Experience with Oracle Fusion HCM data model and OTBI subject areas.
• Experience with predictive analytics (Python, R, OAC ML).
• Experience with HCM Extract for bulk data transfers.

Responsibilities

• Develop OTBI analyses and dashboards delivering real-time workforce metrics.
• Build BIP reports/templates supporting EHRI submissions and HR reporting.
• Create OAC dashboards offering predictive analytics and cross-agency comparisons.
• Configure HCM Extracts for data extraction and data warehouse feeds.
• Produce org chart visualizations and workforce exploration tools.
• Build ad hoc and self-service reporting capabilities for agency HR teams.
• Develop DEIA, MD-715, FEVS, and accountability reporting.
• Ensure accessibility compliance across analytics products.
• Design semantic layers for consistent HR metric definitions.
• Collaborate with teams to translate requirements into specs.
• Support onboarding with reporting templates, data migration, and training.
