Job summary

Workday is seeking an experienced Federal Government Proposal Leader to manage end-to-end proposal development for government opportunities. You will coordinate cross-functional teams, craft win themes, and ensure compliance with FAR and related regulations while delivering persuasive, high-quality proposals.

The role requires 10+ years in federal proposal development, strong writing skills, and the ability to travel up to 25%.

Qualifications

Bachelor's degree in a relevant field or equivalent experience.
10+ years of federal government proposal development experience.
Working knowledge of FAR and related regulations.
Excellent writing and editing skills.
Ability to travel up to 25%.
U.S. citizenship required.

Responsibilities

Support capture strategy for targeted opportunities with capture managers.
Review solicitation requirements to identify risks and opportunities.
Build proposal outlines and compliance matrices aligned to the solicitation structure.
Lead cross-functional proposal teams and manage performance.
Develop win themes and key messages for government customers.
Write and edit proposal content for clarity and persuasiveness.
Own formatting, page limits, and compliance review with contracts and legal.
Manage proposal schedule, milestones, and resources.
Partner with graphic designers to improve readability and impact.
Collaborate with pricing and finance for cost proposals.
Manage final submission and post-submission activities.
Lead post-proposal reviews to capture lessons learned.
