Job summary

EPD Solutions, Inc. is seeking a Proposal/SOQ Manager to drive high-priority pursuits. You will coordinate client-facing proposals and SOQs, ensuring timely, accurate, and compliant submissions across departments, with senior leadership oversight and AI-assisted quality improvements.

You will manage RFP/RFQ responses, translate technical input into compelling narratives, and oversee content libraries, resumes, and collateral while guiding a distributed team toward win-ready submissions.

Qualifications

• 7+ years of proposal and SOQ development in the AEC industry.
• Experience leading proposals from opportunity identification through submittal.
• Fluency in public agency procurement processes, portals, and addenda.
• Strong independent judgment and ability to guide leadership.
• Ability to coordinate cross-discipline teams and senior leadership.

Responsibilities

• Find and shape opportunities through portals, plans, and forecasts.
• Dig into prospective clients and competitors to assess position.
• Lead Go/No Go evaluations with clear recommendations.
• Build capture strategy including win themes and teaming.
• Break down solicitation requirements into a compliance framework.
• Set schedules and manage input from disciplines to meet deadlines.
• Direct SMEs and leadership on content and timing.
• Manage questions/addenda and keep the team informed.
• Prepare for shortlist interviews with messaging and coaching.
• Own the qualifications content library and pursue collateral.
• Track win/loss and inform future pursuits.
• Maintain and improve pursuit processes, tools, templates.
