Job summary

Elite Personnel seeks a Proposal Coordinator to join the Bids and Proposals team. This role will remotely support the development and timely submission of high-quality proposals for state education RFPs, with occasional visits to our Northern Virginia office for submission duties.

The ideal candidate holds a Bachelor’s degree and 3+ years in proposal work, strong research and communication skills, and the ability to manage multiple tasks under deadlines.

Qualifications

• Bachelor’s degree and 3+ years of proposal-related experience.
• Strong research and analytic skills with attention to detail.
• Excellent written and verbal communication; tech-savvy.
• Experience with standardized proposal processes and procedures.
• Familiarity with federal/state/international solicitations and tools.
• Experience with government/education topics is a plus, but not required.

Responsibilities

• Identify bids that align with the work and mission using bid sites and systems.
• Develop proposal plans, schedules, and compliance outlines for RFPs.
• Coordinate with cross-functional teams and pricing leads.
• Lead the proposal team from kickoff to contract award and assign roles.
• Supervise day-to-day proposal production and resource scheduling.
• Identify delays, barriers, and implement corrective actions.
• Assist with drafting sections and perform quality reviews for submissions.
• Ensure content complies with RFP requirements and oversee final submission.
