Job summary

GovCIO is hiring a Project Manager/Business Analyst (PM/BA) to lead initiatives from initiation through delivery, eliciting and documenting business requirements and bridging gaps between stakeholders and delivery teams to ensure outcomes align with organizational goals.

This fully remote US-based position requires 5–7+ years of PM/BA experience, proficiency with Jira/Confluence/MS Project, and a track record in Agile or hybrid delivery environments.

Qualifications

• Bachelors and 5–7+ years of experience in project management and/or business analysis roles (or commensurate experience)
• Demonstrated experience managing full project lifecycles (initiation through closeout)
• Strong requirements elicitation, process mapping, and documentation skills
• Proficiency with project management tools (e.g. Jira, Confluence, MS Project)
• Excellent written and verbal communication skills, with the ability to translate technical concepts for non-technical audiences
• Strong analytical, critical thinking, and problem-solving abilities
• Experience working in Agile (or hybrid) delivery environments

Responsibilities

• Creates integrated project plans for contract deliverables and new products in development projects
• Manages a project team comprised of a multidisciplinary staff
• Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports
• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives
• Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers
• Support project planning and delivery, ensuring projects remain on schedule, within scope, and budget
• Develop and maintain project plans, schedules, reports, capacity plans, and Agile documentation
• Track and mitigate risks, issues, and scope changes throughout the project lifecycle
• Facilitate project meetings, Agile ceremonies, status updates, and cross-functional coordination
• Maintain project documentation and communicate status, risks, and key metrics to leadership
• Elicit, analyze, document, and validate business requirements through stakeholder interviews, workshops, and process analysis
• Translate business needs into functional/non-functional requirements, user stories, use cases, and process maps
• Assess current-state processes, conduct gap analyses, and recommend future-state improvements and efficiencies
• Develop business cases, facilitate requirements review and approval, and ensure requirements traceability
• Partner with technical teams on solution design and support UAT planning and execution
• Serve as the liaison between business stakeholders, technical teams, and leadership
• Build stakeholder relationships and facilitate alignment across competing priorities
• Support communications, training, and change management during project rollouts
• Mentor junior team members and business analysts as needed
