Job summary

GovCIO is seeking a Project Manager/Business Analyst to bridge business needs and delivery teams, guiding initiatives from initiation through delivery in a fully remote U.S. setting.

You will elicit requirements, develop plans, manage risks, and coordinate with stakeholders and technical teams to ensure value-driven outcomes. The role emphasizes agile delivery, responsibilities across planning, reviews, UAT support, and mentorship, with clear stakeholder communication and ongoing process

Qualifications

• Bachelors and 5–7+ years of experience in project management and/or business analysis.
• Experience managing full project lifecycles (initiation through closeout).
• Strong requirements elicitation, process mapping, and documentation skills.
• Proficiency with project management tools (Jira, Confluence, MS Project).
• Excellent written and verbal communication, translating technical concepts for non-technical audiences.
• Experience in Agile (or hybrid) delivery environments.

Responsibilities

• Creates integrated project plans for contract deliverables and new products.
• Manages a multidisciplinary project team and budgets; tracks status.
• Develops progress reports and status metrics for leadership.
• Elicits, analyzes, documents, and validates business requirements.
• Translates needs into functional/non-functional requirements and user stories.
• Facilitates meetings, Agile ceremonies, and cross-functional coordination.
• Supports UAT planning and execution with technical teams.
• Mentors junior team members and analysts.
• Maintains stakeholder relationships and alignment across priorities.
• Provides communications, training, and change management during rollouts.
