GovCIO is seeking a Project Manager/Business Analyst to guide initiatives from initiation through delivery, eliciting and documenting business requirements and bridging stakeholders with delivery teams. The role is fully remote within the United States, with responsibilities including creating integrated project plans, managing budgets, tracking risks, and coordinating agile ceremonies.

Qualifications

• Bachelor's degree required or commensurate experience.
• 5–7+ years in PM and/or BA roles.
• Experience managing full project lifecycles.
• Strong requirements elicitation and process mapping.
• Proficiency with Jira, Confluence, MS Project.
• Excellent communication and analytical skills.
• Experience in Agile or hybrid delivery environments.

Responsibilities

• Create integrated project plans for contracts and new products.
• Lead a multidisciplinary project team and manage budgets.
• Track status, risks, and issues; report to leadership.
• Facilitate Agile ceremonies and cross-functional coordination.
• Elicit, analyze, and validate business requirements.
• Translate needs into requirements, user stories, and use cases.
• Coordinate with business stakeholders and technical teams.
