Job summary

SAIC is seeking a Program Control Manager to support multiple programs in the Civilian Business Group. The role is remote within the United States and requires strong project planning, variance analysis, and financial planning skills, with a background in federal procurement.

The candidate will mentor junior staff, manage invoices, and support budgets, forecasts, and EVMS alignment, coordinating with program teams and external customers to drive informed business decisions.

Qualifications

• Proven experience across project planning and control and variance analysis.
• Background in Federal procurement.
• Experience in financial planning and analysis is required.
• Familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs).
• Experience managing a team and mentoring junior staff.

Responsibilities

• Lead day-to-day internal business & financial functions of multiple programs and support long-range financial goals.
• Interface with program managers, SAIC’s finance, accounting, contracts, subcontracts, and procurement teams, and external customers daily.
• Train junior staff to deliver required program artifacts.
• Support cash flow improvements by maintaining detailed invoice backup reports for approvals.
• Prepare and distribute financial information for timely, concise management decisions.
• Support development of Annual Operating Plan, quarterly forecasts, LREs, and EACs.
• Participate in budget development and analyze funding profiles and variances.
• Conduct cost, schedule, and contract performance variance analysis.
• Submit and manage purchase requisitions for subcontractors, consultants, and materials.
• Review RFPs, prepare pricing models and cost analyses.
• Establish and maintain EVMS baseline ensuring scope, schedule, and cost alignment.
• Analyze cost and schedule performance with CPI, SPI, variance trends, forecasts, and corrective actions.
