Job summary

GovCIO is seeking a Product Manager to lead the strategy, delivery, and oversight of a custom-developed product within the OCC portfolio. This fully remote US role ensures product goals, stakeholder needs, and technical execution remain aligned for mission-critical outcomes.

Responsibilities include creating integrated project plans, leading a multidisciplinary team, and managing budgets, schedules, and vendor deliverables. A Bachelor's with 2-5 years and Agile/Scrum experience are required.

Qualifications

• Bachelor's with 2-5 years (or commensurate experience).
• Proven experience as a Product Manager overseeing custom software development projects.
• Strong ability to define product vision, roadmap, and measurable outcomes.
• Experience working within Agile/Scrum environments and leading cross-functional teams.
• Demonstrated ability to gather, prioritize, and translate stakeholder needs into clear technical requirements.
• Solid understanding of product lifecycle management for enterprise or mission-critical systems.
• Excellent communication skills with the ability to collaborate across technical and non-technical stakeholders.
• Experience managing vendor or contractor teams and evaluating delivery against requirements.
• Strong analytical and problem-solving skills, including data-driven decision-making.
• Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.

Responsibilities

• Creates integrated project plans for contract deliverables and new products in development projects.
• Manages a project team comprised of a multidisciplinary staff.
• Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports.
• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.
• Generally reports to a Program Manager.
• Defines requirements and plans project lifecycle deployment.
• Supervises professional and technical support personnel performing in their regular disciplines.
• Schedules tasks and coordinates with various team members to accomplish the results.
• Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
• Ensures adherence to quality standards and reviews project deliverables.
• Conducts project meetings and is responsible for project tracking, analysis and reporting.
