Job summary

GovCIO is seeking a Product Manager to lead the strategy, delivery, and ongoing oversight of a custom‑developed product within the OCC portfolio. This role ensures product goals, stakeholder needs, and technical execution remain aligned to support mission‑critical outcomes for the program.

This position will be fully remote within the United States. Responsibilities include creating integrated project plans, managing cross-functional teams, monitoring budgets and schedules, defining the product

Qualifications

• Bachelor's with 2-5 years (or commensurate experience).
• Proven experience as a Product Manager overseeing custom software development projects.
• Strong ability to define product vision, roadmap, and measurable outcomes.
• Experience working within Agile/Scrum environments and leading cross-functional teams.
• Demonstrated ability to gather, prioritize, and translate stakeholder needs into clear technical requirements.
• Solid understanding of product lifecycle management for enterprise or mission-critical systems.
• Excellent communication skills with the ability to collaborate across technical and non-technical stakeholders.
• Experience managing vendor or contractor teams and evaluating delivery against requirements.
• Strong analytical and problem-solving skills, including data-driven decision-making.
• Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance.

Responsibilities

• Creates integrated project plans for contract deliverables and new products in development projects.
• Manages a project team comprised of a multidisciplinary staff.
• Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports.
• Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
• Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers.
• Generally reports to a Program Manager.
• Defines requirements and plans project lifecycle deployment.
• Schedules tasks and coordinates with various team members to accomplish the results.
• Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
• Ensures adherence to quality standards and reviews project deliverables.
• Conducts project meetings and is responsible for project tracking, analysis and reporting.
