Job summary

Bixal is seeking a Principal Full Stack Engineer to lead technical delivery on a federal platform supporting regulatory planning and review. You will maintain Java, Spring, Oracle apps while design/build the replacement platform on cloud, container, and DevOps foundations.

You will set technical direction, mentor engineers, and collaborate with the client’s technical leads and product owner to translate complex trade-offs into clear recommendations.

Qualifications

• Bachelor's degree in Computer Science, Software Engineering, or related field.
• 10+ years of professional software engineering experience with technical leadership.
• Hands-on Java and Spring Framework in production web apps.
• Relational databases modeling, SQL, and performance tuning (Oracle preferred).
• Cloud-native, containerized apps with Docker/Kubernetes in a major cloud.
• CI/CD pipelines and automated testing (GitHub Actions, Jenkins).
• RESTful API design and multi-system integration.
• Secure coding (OWASP), accessibility (WCAG 2.1 AA), Linux server environments.
• Agile/Scrum delivery, strong written and spoken communication.

Responsibilities

• Serve as technical lead, set engineering standards and review code.
• Lead solution architecture for replacement platform, balance integration and DevOps.
• Design and deploy apps on cloud, container, and DevOps foundations.
• Create reusable platform capabilities: access, workflows, docs, audit trails.
• Triage and resolve high-priority defects affecting security and data integrity.
• Deliver enhancements driven by laws, policies, and agency needs.
• Build integrations with federal systems and data migration planning.
• Maintain uptime and security, monitor performance, and respond to issues.
• Mentor engineers, work in an agile process, and communicate options to clients.
• Ensure 90%+ test coverage, no lint or accessibility issues.
