Job summary

Bixal is seeking a Principal Full Stack Engineer to lead technical delivery on a federal platform, sustaining legacy Java/Spring/Oracle while building a modern cloud-based replacement. You will mentor engineers and coordinate with PMs, designers, and security leads to translate trade-offs into actionable plans.

Qualifications

• Bachelor's degree in Computer Science, Software Engineering, or a related field.
• At least 10 years of professional software engineering experience, including technical leadership.
• Deep hands-on experience with Java and the Spring Framework, building and maintaining production web applications.
• Strong experience with Oracle databases, SQL, and performance tuning.
• Experience designing cloud-native, containerized apps using Docker and Kubernetes; cloud deployment.
• Proven ability to build CI/CD pipelines (GitHub Actions/Jenkins) and automated testing.
• Experience designing RESTful APIs and integrating multiple systems.
• Polished communication skills, with client-facing collaboration and stakeholder management.
• Ability to obtain and maintain a favorable Public Trust determination for a federal contract.

Responsibilities

• Serve as technical lead for the program, setting standards and guiding decisions.
• Lead architecture analysis for the replacement platform and its integrations, ensuring security and DevOps efficiency.
• Design, prototype, and deploy cloud-native, containerized applications, maintaining legacy Java/Spring/Oracle in production.
• Build reusable platform capabilities: user access, workflows, document management, auditing, reporting, and APIs.
• Manage defects, triage priorities, and drive timely resolutions across systems and data integrity.
• Oversee data migration, cutover, and decommissioning of legacy capabilities.
• Ensure 99.5% uptime through monitoring, patches, and incident response.
• Mentor engineers and lead agile planning, estimation, and roadmaps.
• Brief client technical leads on options, risks, and recommendations.
• Maintain dependencies, licenses, and system diagrams; enforce quality standards.
