Job summary

Wharton-Smith, Inc. is seeking a Collaborative Delivery Preconstruction Manager for a fully remote role. You will lead planning, budgeting, risk analysis, and stakeholder engagement during pursuit and preconstruction to support successful project delivery.

You will partner with estimating and operations teams on GMP estimates and constructability, reviewing drawings and reports while guiding design-phase decisions. Occasional travel up to 25% may be required.

Qualifications

• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field.
• 12–20 years municipal Water/Wastewater construction or design experience.
• Experience as a Project Manager on municipal Water/Wastewater projects.
• Experience developing GMP estimates and pricing.
• Knowledge CMAR / Progressive Design-Build or similar.
• Ability to collaborate with owners, engineers, operations teams.
• Strong estimating, cost management, and budgeting knowledge.
• Proficiency with Primavera P6 scheduling software.

Responsibilities

• Support proposal development, RFQs, and RFPs.
• Participate in client interviews and presentations.
• Build and maintain relationships with municipal owners and engineers.
• Coordinate design phase with engineering and estimating teams.
• Review drawings and reports for constructability.
• Identify and mitigate risks early in design.
• Provide constructability reviews and recommendations.
• Coordinate subcontractor and supplier participation.
• Develop GMP budgets and bid packages.
• Maintain preconstruction schedules with Primavera P6.
• Lead milestone planning and stakeholder meetings.
• Track preconstruction costs and financial performance.
• Develop value engineering solutions to meet budgets.
• Ensure compliance with municipal funding requirements.
• Facilitate transition from preconstruction to construction.
