SF New Deal is seeking a People Operations Manager to support payroll, benefits, and HR systems while ensuring compliance and strong people practices.

You will lead recruitment, onboarding, and performance processes, while shaping culture for a remote-first team. The role collaborates with leadership to implement systems, policies, and scalable programs across San Francisco and national teams.

Qualifications

• 5+ years of experience in people operations with tech-enabled collaboration and communication.
• Knowledge of HR policies, employment practices, and applicable employment laws; California experience preferred.
• Experience administering payroll and HRIS systems.
• Proactive problem-solver who takes ownership.
• Highly organized, discreet, and able to handle confidential information.
• Experience working with diverse teams on dynamic projects.
• Excellent relationship-building skills.
• Excellent analytical and communication skills.
• A sense of humor and high EQ.

Responsibilities

• Own payroll, benefits administration, PTO and leave tracking, HRIS, and personnel records.
• Ensure compliance with federal, state, and local employment laws, with a focus on California and San Francisco requirements.
• Maintain the employee handbook, policies, and required documentation.
• Serve as a trusted resource for HR policy questions.
• Support employee relations and resolve workplace issues.
• Own and drive recruiting and hiring across departments, from role scoping through onboarding.
• Define role needs, success criteria, compensation alignment, and best practices with leadership.
• Design and manage hiring processes, including job descriptions and interview frameworks.
• Maintain recruiting systems and improve time-to-hire and candidate experience.
• Coordinate onboarding and offboarding practices.
• Own performance review process, timelines, tools, and completion tracking.
• Support managers with guidance on feedback and documentation.
• Design and administer engagement surveys and pulse checks.
• Synthesize engagement data into themes and recommendations for leadership.
• Foster a positive and inclusive culture for a remote-first workforce.
• Design staff experience and culture-building initiatives; lead enrichment sessions.
• Plan and execute bi-monthly in-person team meetups and neighborhood events; manage logistics and partnerships.
• Be the primary contact for SFND coworking space at SPUR’s Urban Center.
